Tier II — Active Asset Stewardship

Includes everything in Tier I, plus:
- Increased oversight presence
- Contractor scope verification and documentation
- Capital work observation and reporting
- Maintenance planning coordination
- Quarterly Asset Health Reports
- Expanded escalation and closure tracking
